Qualified whites are losing out because Leon, Terry and their cronies need to prove they are not racists. Taking heat for denying Mr. Heaton a job he is so qualified for Leon and his pals are denying qualified whites job opportunities. Uncomfortable with non-whites who are not as dumb as Leon and his pals, they are making questionable appointments of non-whites who do not threaten them and will never challenge them.
Appointing unqualified non-whites has another side benefit.
Leon and his cronies can safely say after these appointments; See? We appoint these people and they cannot perform.
I've heard this referred to as the Idi Amin syndrome.
